Can you achieve the same effect of a layer mask with black to white gradient in Photoshop (so you can fade an image into the another image - blend - or background) in InDesign?

If so, how?

Try mucking with the feather command in InDesign ... located under Object.
 
In CS2 you are pretty much out of luck other than just using trasnparency for the entire image. In CS3, you get the amazing feather gradient which is exactly what you are looking for. Look for it on the toolbar under the gradient tool.
