I tried googling "iPhone error 1603" and got a couple of hits, the first of which was:
http://support.apple.com/kb/ta38603?viewlocale=en_us

I'd try those first, then start reading the other hits if the apple support page doesn't help. Yes, these are for iPhone, but they should apply to the touch as well.

I used the ireb program correctly and tried some of the things from the apple support site but unfortunately still getting error the same error. Is there any hope for this ipod?

i had to restore my ipod and i never put it it DFU mode i just went to itunes and clicked restore it downloaded the firmware and installed it. how ever the bad jailbreak changed something vary valuable consider sending it in.

Are you completely sure you're in DFU mode, not recovery mode? Because thats how I got out of 4.0 beta 1 ;P

Oh, and iREB is for 2.2.1. Not 3.1.2/3.
