I am trying to do a clean install of macOS 13 beta 3 on my M1 Mac and am getting the following error message: An error occurred preparing the update. Failed to personalize the software update. Please try again.

Has anyone found a way around this?

I had full security turned on by default when I got this error message the first time around. I tried performing the install with reduced security but am getting the same message.

Thanks. This is exactly how I was trying to do this and still ran into the same problem. I see MrMacintosh tweeted about this issue. Seems the only workaround is with another Mac and loading MacOS using Apple Configurator and the IPSW file.
 
Yes Apple Configurator will fix anything.

Too late now but I wonder what you did leading up to this? The concept of a "clean install" is history since the introduction of the signed sealed system volume, which is verified on every boot and then a snapshot made for the machine to actually boot from. It is impossible for the System Volume to be anything other than clean. If you were upgrading to Ventura there wouldn't have been a need to erase anything. The new system volume would be clean.

If you were already on Ventura but wanted to start afresh, it would be sufficient to use "erase all content and settings" which deletes everything except the signed sealed system volume, ie it deletes the Data volume ready for a new one to be created with Setup Assistant on first boot, like a new mac.

Thanks. I am not a developer but have been using public betas for years now solely for the purpose of reporting bugs. I have found over the last couple of years that I didn’t experience some of the bugs other users were reporting here and I attributed that (probably incorrectly) to the fact that I was always doing ‘clean install’ as opposed to upgrades. I suppose I can upgrade to Ventura then ‘erase everything’.

That's right. The "clean" element is not bringing all the settings and third party stuff in. That is all on the Data volume, so delete Data volume (Erase Content and settings) equals clean install.
 
I am stuck on the Ventura Dev Beta 6, bc of this error. Tried everything, including a USB installer, but no go, always the same error.

Is it likely that this will be resolved by the time the full/final release comes out, or is it more likely that this will remain an issue, even with the full release?

Im on the sams page. I’m stuck now in recovery mode and tried USB installer of MacOS ventura and still im getting the “failed to personalise the software’s update”. Have you gotten any solution with this?
 
I was getting same error .. “failed to personalise the software’s update” .. with my M1 MacBook Air. I could not update from Monterey to Ventura, or indeed update Monterey to a later Monterey version. I spent hours on this. Eventually I set up another admin user on my system and the update worked perfectly for me, logged in as the new user.
