I want to prevent my Iphone 4G automatically connecting to the Internet via my provider .My data plan costs according to how much I use this service. However if I use the data off switch in my iPhone 4, of course, I lose the SMS function. I still want to be able to send and receive sms
My phone is jailbroken.
Previously on my iPhone 3 , I used fakeapn but I understand that this
app should not be used with iOS 4.xx

You can still send and receive SMS text messages. Just not mms.

Are you sure about that ?
When I switch on Data Transfer, I see that I get an IP address from the network.
Admittedly, I cannot seem to get to the Internet but certainly the battery life drains more in this mode and the IP address suddenly acquired when I enable it, makes me suspicious.

Ip address has nothing to do with SMS.
Try it. Text messages will go thru, just not mms picture messages.

Sorry but I think my brain is playing up. I see that when I disable data transfer, the IP address goes away and of course, I can send and receive sms.
That's what I wanted to achieve,
Thx,
