Is there such a program that can allow me to create falling tetris blocks over a recording for special effects? I want a basic special effects application that I can get into as a beginner.
 
Hello! I assume you mean video "special effects."
The easiest way to do this would be to create your Tetris blocks in Photoshop making sure to give each block its own layer.
You could then take this image into a variety of animation software like Apple's Motion, Adobe After Effects or (if you really want a headache) you can animate within Photoshop itself. Animation is based around something called "keyframes" which I can explain more if I am actually telling you what you want to know.

Sorry for the late reply, I have recently been gone on a trip. Thank you for helping me solve this problem, but animating seems a bit out of my reach at the moment.
