Family Plan- Can one line upgrade for the other?

My friend is on a family plan. Her mom has the 2G iPhone and she has the Blackjack. She was planning on getting the 3G but she is not upgrade eligible until 1/09. Her mom does not want the 3G iPhone.

Is there a way for her mom to get the discounted upgrade and transfer it to her number?
