Family Plan Question

I was planning on opening a family plan with 2 iPhones at the Apple store and the family plan would consist of 4 lines. 2 being iPhones and the other being whatever free phones I get. My question is how would I be going around getting the regular free phones since I am opening my family plan at the Apple store and not at an AT&T store.
