Family setup for kids who have iPhone

Just bought my kids the Apple Watch SE so I can track them when they don’t have their iphones. Is family setup only for those without and iPhone? Seems like Features like “school time” is not available, since I didn’t set up their Apple Watch using my phone. There watches are paired with their own iPhones.

does anyone else have kids that have Apple Watch and iPhone?

you can add the mode to a "non-child" watch, but it doesn't have the scheduling and reporting.

in control center (swipe up on the main watch face), there's an edit button at the bottom that will allow you to add a toggle for school time into control center.

it would be a good suggestion to send to apple, might have to tie into family accounts or something since it involves tracking one account from another.
