Family Setup Number Transfer, Prepaid, Setup Questions

I know before you could not have an apple watch on pre paid service. Now can your phone be on AT&T pre paid and then you can setup an apple watch on another carrier like Verizon for someone else? Also do you need to have an activated iPhone to do family setup? Could you use an old iPhone to setup a watch even if the phone does not have a service plan. This would come in handy because my son has an iPhone that he uses like an iPod touch, could that be used to setup an apple watch? Finally, can you port your number from an old phone to an apple watch or does it have to be a new number?
