"Family Share" access/billing question

Hoping someone might know the answer to this question. One of my daughters belong to our Family Share account with my wife and I so we can share photos between us. The other day she had to upgrade her iCloud storage account to the .99 monthly package. When she did this it said only the Family Share Account holder (me) can upgrade her iCloud account as long as she stays on the Family Share Plan.

Isn't there anyway she can stay on the Family Share Account and still pay/control her iCloud account herself?

Could be that she's listed as a child in your Family Account.
