Family Sharing "Bug"?

Has anyone else noticed when trying to add a family member the process gets stuck right after the "approve purchases" screen?
I keep getting this message that pops up saying that you cannot make changes for **days** I think it reads
Am I doing something incorrect?

Nope, but noticed I can't download updates, or most/many apps from the store or iTunes on my pc as it gives me some BS message about the being free in the store, yadda yadda yadda. So I have several apps pending update that I can't get..
