Family Sharing iCloud Storage

So i want to share my iCloud Storage with my sister who is in England. I dont want to share the purchases. When i try to set it up, it says you need to change the app store region. If i change this then she is unable to update the apps which she has downloaded on her iPhone. Does anyone know how to go about it?
