Family Sharing isn't working

Anybody get family sharing working properly? I was able to make the family group and add members but nothing shows up in "Purchased" - just "To start sharing purchases, finish setting up family sharing in iCloud." Of course I did finish setting up family sharing on iCloud, but to no avail. I've tried rebooting them and downloading free apps on them but no luck.

I did - I followed the steps and they worked on two of the phones, but not the third one. All are iPhone 6's and we did the same things on them. Two of them are able to share but the third isn't.
