Family sharing or viewing own purchased apps not working on 1 phone in app store++

It works in iTunes, but in App Store, she can't even see her own purchases. She gets the message "this iTunes account is set up to use family sharing with a different iTunes account than ___________."

Any fixes you know of?

So, if we turn iCloud off the error goes away and she can see her purchases and ours. As soon as we turn it back on, she can't. That's workable, I guess, temporarily.

Sorry to bump this, but I know at least one other member had this issue and I am having no luck on the Apple forums.
