Hey,

my daughter is filling up the shared iCloud space across our family with saved Instagram and TikTok videos. Is there a possibility to set quotas on device or iCloud attendees?

Nope. Long requested feature which has yet to be implemented. Your only options are to spin them off to their own iCloud storage subscription … or have them delete files.
