Fan not speeding up past 2000 RPM in both OSX and Boot Camp

Hi all. I first noticed a heat issue in boot camp when playing fallout 3 where the game kept crashing to a blank screen where a hard reboot would then be necessary. After experimenting for a bit I noticed that the fan wasn't speeding up even when the cpu and gpu were both over 80C. Read somewhere that resetting the SMC might resolve the issue so after doing that and running fallout 3 again, the fan sped up to 6000 rpm, but just once. Subsequent times running the game would no longer prompt the fan to speed up. It seems to only do it once after each SMC reset.

The problem seems to also affect OSX as even when the gpu was at 85C and cpu at 80C, the fan did not speed up at all (using openmark opengl benchmark).

Currently I've resorted to using smcfancontrol to regulate temperature but it's obviously not a permanent solution.

Is there something else I might be able to try before sending it back to apple? I'd rather not return it since this is actually my second unit which is perfect in every way except for the damn fan. Previous one had a screwed up panel and a few other production quality issues.
