iPad mini Fast 3G Connection (1MB/s), but slow App Store download

Hi,

I have the iPad mini 2 with 3G module and iOS 8.4. I'm out and about and am capable browsing the web quite fine and upload a video via email and all that funny stuff.
As I made some photos with my iPhone I want to stitch them to a panorama via photosynth, a 11.3 MB app, which takes ages to download, it took more than 10 minutes.

Anyone have any insight?

I can't really help you too much but even on LTE I have slow app downloads. I was trying to download Google Maps on a trip last weekend and it took about 30 minutes and it was only 26mb or so.
