Can I fast charge and iPad or iPhone from a 2018 15" MacBook Pro using a USB-C to lightning cable?

If so, is there a difference in charging rates when the MacBook is on battery power, charging, and fully charged with it plugged in?

The theoretical (downstream) max for USB-C is 15W. In reality iPads and iPhones charge at 12W max from Macs. Apple defines ‘fast charging’ as 18W for iPhones and 29W for iPads.

It won’t make a difference.
