Does fast charging only kick in after you hit a certain low % in battery?
I've noticed after updating to 13.1.2 that I haven't been receiving the two dings when plugging in my 18W Apple plug with USB-C cable included. Also when charging with my battery pack (which supports USB-C fast charge), I am only getting the same power output as if I were to use a normal USB cable. Does fast charging stop after a certain % is hit?
 
Apologies, I don't know the answer to your exact question, but I have heard that Apple added a machine learning algorithm to its battery charging (i.e. your iPhone remembers [1] when you charge and [2] for how long and then adjusts charging based on that).

What you're seeing is probably being done to preserve the battery's lifespan since fast charging degrades the battery in the long term.
