Will fast charging work with a standard 10w power supply and a USB C to Lightning cable? OR do you need a specific type of power supply?

Charging depends very little on the power supply, which is often standardized to 120V/240V.

Instead, what matters is:
  • The power adapter, that can transform the power supply to the appropriate current / voltage.
  • The power cable
  • The device itself.
The fastest charging is achieve when you have all 3: the 29W USB-C power adapter, Apple's USB-C to lightning cable and the 12.9" iPad Pro.

With all 3, you achieve 29W charging speeds at 14.5V / 2A.

The more common setup is a 12W (5V/2.4A) power adapter, any MiFi USB-A to Lightning cable and any modern iPad (unfortunately I don't remember the specifics, but anything at or after iPad mini 3 / Air 2 should work)
