Anker is usually a solid brand in my limited experience.

The key spec to look at on any charger is the amps. The Accell you linked is 2.1A. The linked Anker is 2.4A, so about a 14% higher maximum charge current available per port. I don't know if Apple devices will draw at the higher rate though.

The devices that shipped with the 12W adapter, like the iPad 4 and 5, should.

But some some odd reason, Apple has reverted to shipping the 10W adapter, even for the iPad 5 (Air) that are being sold now. Once the old stock runs out, people will be getting the 10W, instead of the 12W adapter that the Air originally got, and will have to buy the 12W as an accessory.

The iPhone 6 & 6+ will too.

They are the only iPhones that can take a higher charge and charge faster.

Cue the inevitable "I've got an iPhone [X] and it charges much faster with a 10/12w iPad charger, than it does with the supplied 5w charger" posts... :D

The battery size was reduced so they reduced the charger size. Saves pennies per device which adds up when they sell millions ;)

True, but it screws the people who buy the Air 1 now.

If I wanted to spend the 20 bucks on a faster charger, I'd still buy the 40W Anker 5-port charger like I did. It's small enough to travel, and easy to adapt to any country.

My Apple charger is still wrapped and has never left the box. :)

This is just Apple's ploy to get you to buy their new products, it's all about marketing. Just like how they dik you out of the AppleCare protection plan after 2 or 3 years whatever it is. They will not extend so that they can get you to buy their new Apple products. Boo on their part.
