Fast User Switching has to be enabled for each user?

On Big Sir 11.0.1 and enabled it from admin account, but it's not on for other accounts? Is this normal behavior or a bug? Seems very odd. (and annoying)
 
It looks to me like Fast User Switching is always on. You cannot turn it off. Each user individually can choose to show or not show the menu, and whether is appears in the menu bar and/or the control center (or not). If some of your accounts don't see it, make it visible in System Preferences > Dock & Menu Bar. This makes sense because users control their own appearance and control arrangements.
