Fave Photo Gallery Tool

I was wondering what you think is the best photo gallery tool for web.
Are most of them Flash-based? What about non-flash? thanks!

You've probably seen it in action: it's where the whole browser dims and up pop the images you can arrow through.

Thanks UT. Yes, those are nice. I also checked out alot of pro/semi-pro photographer sites. And the mass majority of them use Flash. I am a proponent of CSS AND Flash.
