Favorites in multitask

I know 'oficially' we can't make calls with the iPad Air wifi, but we can with an iPhone set with bluetooth near it. So I wonder if there is a way to add favorites to the multitask view on the iPad Air wifi. Cause I can only see the option to show recents. Which is weird. Yes to recents, no to favorites? What gives.

Is it just because favorites are part of the iPhone's 'Phone' app? Which is not on the iPad wifi.
