FCE Sketch/Doodle Video Filter

I'm looking to do a video filter to make the video look like a doodle that I can later matte onto footage of looseleaf paper.

Does anyone know a combination of the current FCE 3.5 filters that can get this effect or of a free filter plug-in to do it?
