If you've seen the movie Borat you will know what I am talking about.

What I want to do is create a black out box (any dimension) to cover something up in a video clip. For instance I have a 3 min clip for people talking at a coffee house and I need to box out a persons shirt. I know I can blur but what I am really after is creating a black box.

create a solid generator (black in color) then scale and animate to your specifications.
 
i know in FCP7 you have two options, create a solid black generator in FCP as mBox stated then scale your image to fit within the size of the black box and link them and animate or just photoshop a black box with the image in it already, import it and animate it. i'd go the second route...but thats just me.
