FCP X can you reduce motion blur when panning?

I'm just editing some footage and get quite bad blurring when the camera pans, can you correct this is FCP X? I've tried stablilization and Rolling shutter but this doesn't seem to have much effect. The blurring is MUCH more apparent on interlaced video compared to progressive. It is not just more apparent on the Mac but also when played on the TV.
