My company maintains a legacy video series that we're slowly replacing bits and pieces of. Which method is the best way for managing the Reshoot Footage:

1) A single event for all reshoot footage, with Keywords in a Shoots folder for the place and date of individual shoots. This way, I can create keywords that are universal to all of the clips, such as Equipment:Capacitor, or Equipment: Bucket Truck, or Activity: Changing Wooden Pole.

2) Separate events for each of the shoots, and recreate the above listed keywords for each event.

The second method seems best from keeping my events organized, but seems like a pain in the neck for managing multiple sets of identical keywords. Thoughts?

I would go with number one. Make Favorites and Rejects and/or add keywords like Good, Bad, Ugly (or something like that).
In that way you have compact database of all your footage.
