Feedback App Available through Shortcuts?

Running the final version of iOS 12. Clean install. iPhone SE. Noticed that it's possible to run the Feedback app through Shortcuts. Oversight or is this app always hidden?

When the app is closed via the Home Button or switched to a different app, it disappears until it's run again with Feedback.
