So basically how can one submit feedback to Apple, preferably ticket-based?
I suppose only registered developers ($99/year) are allowed to access the internal forums (if any) dedicated for beta testing?

Right - so you don't want to pay for access to developer support, but you want Apple to listen to your feedback? Developers get access to Apple developers, regular users (who aren't supposed to be using iOS7 yet) don't.

There's a reason Apple doesn't want feedback from non-developers.

i'm curious where in my statement did you read about not willing to pay for dev. support or was it a dumb Freudian slip of yours?
