MacNN (A.K.A. Electronista)reports AT&T is purchasing five years worth of portable routers from ip.access. The way I understanding it, these femtocells are like having a mini cell tower repeater in your home.
Such a move is apparently geared to fill in spots where AT&T customers have poor performance - particularly those who have replaced landlines. It could also be a boon to next generation iPhones, which may otherwise throttle back to typical 2.5G Edge performance in certain areas.
