just got an ipod touch 32 gb 3G..i know that i shouldnt update it to 3.1.3..
Which OS does it initially comes in? Do i need to upgrade to 3.1.2?
Also after jailbreaking is there anyway i can put in apps by the comp? Or do i need to have a wifi connection to download by cyndia??

Go to settings, general and about to check your OS. yes a wifi connection is required. I believe it's also possible to transfer apps onto your iPod via your computer/iTunes.
