Figuring out the size of my photos: is this right?

So I want to enable iCloud Photo Library. I'm trying to figure out how much space it'll take. If I like into the package contents of the photos library I see a Masters folder.

Is it correct to say that the size I need in the cloud is the size of that folder? Because if it is, I can get away with a cheaper plan

No. Here is my data.
Photos Library: 36.9 GB
Masters Folder: 21.2 GB
iCloud Photo Library: 35.1 GB

So there is more to your library than just the masters. The iCloud size is closer to your Photos Library size.
