File Associations reset after reboot

I have a very peculiar problem, all file associations reset after I restart the computer. For example if I set a .jpg file to be opened with App 2 and change it for all files (meaning open all jpg with App 2) after I restart all jpg files will be opened with the previous default of App 1. Any ideas how to fix it?
