I don't do this very often, but I am trying to change permissions for a directory with the GUI. I seen to remember there use to be an Apply or OK button to implement the changes but I don't see any. Any changes I make are not saved?

It should be at the bottom of the Get Info dialog. You'll need to unlock the little padlock and then click the circle with the dots in it.
 
That's just it - I don't see any sign of a paddle;ock anywhere

What macOS are you using? That doesn't look like what I see in Monterey or Ventura.

Expand the Permissions and see if it's there.

Edit: Are you using Path Finder? If so, it appears to be throwing up a different dialog in place of the standard Get Info.
 
I see the problem - I was using Pathfinder NOT Finder. The finder display is what I expected. Whether it works or not I don't know but I will give it a shot.
