file sharing turns its self on!

whenever i restart my mbp, file sharing turns its self back on. i turn it off and click the padlock to prevent further changes but then as soon as i restart it its turned back on and the padlock is unlocked.

anyone know why? i do have screen sharing turned on and that stays as normal

In the meantime I can tell you this, I connect to my Mini with Apple Remote Desktop, if I switch off file sharing all shares are still accessible, might be related to remote management and this might be the reason it stays on even though the box is unchecked.
