On my other iPhone which is an iPhone SE (first generation) does not allow me to save files on the Files app. If I download a ZIP file or any other files from Safari, it creates a directory on the Files app (On My iPhone / Downloads).
However, it is now giving me the error just like from the attached image. It used to work until now. I am running iOS 13.4.1. The only changes I made were to remove apps which I do not even plan to use like iTunes, Apple Music, Garage Band). I want everything as basic as possible and less use apps which I do not use anyways. Those were the only changes I made. But even without these apps, it was working and was able to save the downloaded files.
It also used to work when I am not signed-in to iCloud, and I do not even use iCloud.
Now, I am factory resetting the phone.
But any clues as to why this is happening or anyone else had the same issue?
UPDATE >> After resetting the iPhone, now seems to be working again. Still, I wish I knew what causes this error from time to time.
