Specifically Photoshop, but this will apply to most creative apps...

Currently it seems the only way I've found to grant access to a folder location is to attempt to open/save and have it bring up a popup. So, for an app I need or expect to need access to multiple locations, is there a way to, for example, grant Photoshop.app full disk access vs. having to approve every location one-by-one? Terminal command etc. is fine, but the current implementation is kind of a PITA?

You can try to add an application to the list of applications granted "Full Disk Access"

Settings > Privacy & Security > Full Disk Access

Scroll to the bottom of this list, press the "+" and select the application you want to grant full disk access to.
