iPhone Files Won’t Download

Is this a bug? When I click on a file in the “Files” app, it just says waiting to download and never does. This is a small file (117kb). One file downloaded about 90% and stopped. Tried with different files over WiFi and cellular. Also tried a hard reboot of the iPhone. Nothing worked.
iPhone 11 Pro Max on iOS 13.3 from iCloud Drive and plenty of phone storage available.

Please kindly disregard. It finally started working. Albeit slowly, but working nonetheless.
Got 146 Mbps download from Ookla. Felt more like 146 Mbph lol.
