iPhone Filtering in the Mail app

On iOS 13, the filtering option doesn't stay when i close the app. I always want my filter option to show me only the flagged mails, not unread emails.
Everytime, i close the app, it goes back to unread. On iOS12, it used to remember my choice.

Is this a bug?
