Final Cut Express 4 Poor HD Export

Does anyone know why I am having such trouble exporting out of Final Cut Express 4? The movie is blurry as hell everytime and it is HD DV. When I export the same DV out of iMovie it looks great.

Export Settings > h.264, Best Quality, 1280x720 HD 16:9, AAC Best 192

Any thoughts would be great
