Final Cut Pro Border Plug-In Needed

If you just mean the black round frame with fringes around it, you can do that yourself with several images you make yourself and overlay them on top of the video.

As you might have noticed, the fringes used in your example don't move.

Unless you mean the color washed out / overexposure effects.

Yeah, that's exactly what i meant (black border/fringe). I'll try and come up with something.
