Think of buying 2.0 or 2.3 PM, the question is how much gb do I need to be able to handle the heavy video rendering via Final Cut and Motion easily? Will Radeon graphic card 9650 be sufficent to work with the video editing and 19' or 22' monitor?

The graphics card will be fine. As for RAM depending on what you mean by heavy video rendering, you probably want in between 2-4 gigs of RAM. Buy the RAM third party of course. I recommend getting the standard 512 MB of RAM and then adding a 2 or 4 gig kit from datamem.com.
