easiest way is to make another folder or album in itunes, sync them like any other pictures, then go to your iphone and open the picture that you want and set it as the wallpaper

The best I've found so far is 640x960.com.

It has a pretty decent selection and its resolution is designed to be used on your iPhone 4. It is more convenient than the other sites because it allows you to easily surf the images and save the wallpaper directly to your device.

. . . and they are all retina images suitable for the iPhone 4.
