Just an update: MacOS Ventura now allows you to sign in to the App Store, Music, Books, TV individually without forcing "Start using iCloud" red badge prompt in System Settings. The prompt can now be easily dismissed, just like in iOS. Little thing, but it drove me crazy and I spent countless hours begging Apple to fix it.

how do you sign in to the App Store, Music, Books, TV individually?
 
You just go to the "Sign in" button within each of those apps and enter your Apple ID.
