find my friends/phone data when not locating

Hi All,
Ive done a couple searches and haven't got a clear answer.
Does anyone know if find my friends uses data when its not locating?
Example:

My wife and I keep our find my friends on all the time, but if the app is open or closed and its not actively locating is it using data?

I assume find my phone uses the same technology, so when not locating my phone is it using data?
Im from Canada, and roaming in the US a lot, trying to watch the data while roaming.

now I'm not so sure find my phone is the same thing.
The question is ...find my friends using data or tracking when none is actually tracking?

I don't believe it is using data when it's not actively tracking.
