Can you turn off the feature where Find My Friends will switch to the watch’s location when the watch goes out of range of the phone?
 
No not directly. Only way to manage is via Toggling Location Services or Friend My Friends Off on your iPhone manually. Normally you would want to be found or find others from your active device. Did you have a specific use case in mind that might support this odd behavior?
