Find My iPhone - iPhone Not Located

My iPad and phone are sitting on my desk.

The app finds the pad straight away but can't locate the phone.

Neither are connected to wifi but are in a good 3G area.

Any idea why the app can't find the phone?

Does find my phone have location ability checked in general, location?
