Find My iPhone will not find my MacBook Air (10.9.1)
Unless I boot in safe mode.

I spent hours looking for a solution
I spent 2 hours at Genius Bar - no solution.
-boot safe, run disk utility/repair/permissions etc. etc......
-turned off all login items etc.

Should I just start from new and reinstall everything?

I am not clear how Find My iPhone will work with a MBA.
If it goes into sleep mode with a password login:
Will it still connect to WiFi and be located?

In my opinion Find my Mac is not as useful as Find my iPhone. While your mac sleeps on battery power, it will not be connected to the internet so you cannot find it. Besides, it is very easy to disable Find my Mac. You can do it without even booting up the computer (i.e. resetting PRAM/NVRAM). Apple knows this since it has been reported several times but this situation still goes on. So, I do not trust that feature at all.

Thanks ufkdo
I suspected that.
So my conclusion:
Not worth it to rebuild my MBA
