Find my Iphone says Old location but phone is online

What must be the reason for this to happen?Icloud says Phone is online but I cant locate it it shows old location?Can it be because the phone is inside a building that blocks GPS signal or I turned off some feature that makes problem ?

i think 1 of user connection is weak , that why it cant update

SO weak connection may be the reason ?
